The Garrison’s Military Construction Branch is asking motorists to drive

The Garrison's Military Construction Branch is asking motorists to drive cautiously on sections of Fowler and Mills roads during construction of the Missile and Space Intelligence Center's Advanced Analysis Complex at the Richard C. Shelby Center for Missile Intelligence.

"We’re focused on traffic safety and there's no reason to avoid the area," Garrison Project Manager Nathan Jeffreys said. "The increased traffic would be on Fowler Road from Mills to Dodd roads and on Mills Road south of Fowler to Patton Road."

The Defense Intelligence Agency/MSIC provides warfighters, weapons developers, policymakers, and homeland security officials with scientific and technical analysis of more than 600 foreign weapons systems. The expansion will enhance mission capabilities and collaboration between the DIA and foreign partners through increased laboratory and dedicated analysis space.

"The project will be completed in two phases," Jeffreys said. "Phase 1 is currently under construction and Phase 2 is currently in the design phase. The site is currently being cleared in preparation for Phase 1 buildings and utility work, so there will be an increase in large semi-trailer truck deliveries which will continue for several years."

Jeffreys noted that the Garrison's Military Construction Branch has provided the contractor with a delivery route to keep heavy truck traffic off major thoroughfares and minimize the impact to all Redstone Arsenal organizations.

Addressing another safety issue during the May 31 Commander's Update Brief, Garrison Safety Director Charlie Carter said that motorcycle riders continue to be "overrepresented" in fatal traffic crashes.

According to the National Highway Traffic Safety Administration, in 2021, 5,932 motorcyclists were killed, representing 14% of all traffic fatalities. Since fiscal year 2018, "the Army has lost an average of 24 Soldiers a year to (motorcycle) mishaps," Carter said. For the fiscal year 2023, as of June 1, "we have lost 17 Soldiers," which is below the number of motorcycle fatalities for same period in the previous fiscal year, according to Carter.

"Awareness and training are the keys" to keeping drivers and riders safe, he said, adding that the next basic rider course for Redstone's motorcycle safety training is June 27-28 and the advanced rider course will be June 29.

The basic and advanced rider course is mandatory for military personnel, according to Carter. Department of Defense and Department of Army civilians are eligible to register for the courses, on a standby basis, according to Carter. To register online, visit imc.army.mil/airs/.

"Within 12 months of completing the basic rider course, Soldiers must undergo a second round of training, which is the ARC," Carter said. "The ARC is mandatory every five years after initial completion of the basic rider course."

There are six slots available for each course held in June.

Redstone Deputy Police Chief Dennis Brown again reminded those on post that federal law prohibits the possession of firearms or other dangerous weapons on the installation and other federal facilities by people who aren't specifically authorized. Alabama law, effective Jan. 1, allows individuals in the state to carry concealed pistols without acquiring a permit. According to the latest data for the installation, there were three violations in the first quarter of fiscal 2023, two in the second quarter and two in the third quarter. "The last couple of weeks, we haven't had any major problems with weapons coming onto the installation. We’re hoping the word is getting out."

Brown reviewed items that are prohibited by Redstone Arsenal policy: illegal drugs or drug paraphernalia; contraband like burglary tools and lock picks; and weapons, including unregistered firearms, explosives, ammunition, knives (with a blade longer than three inches, switchblades, swords, bows and arrows (unless hunting), metal knuckles, throwing stars, nun-chucks or other martial arts weapons (not in display case), tear gas, mace, pepper spray, or similar type incapacitating liquids or gas (unless carried for personal protection and not exceeding 50 cubic centimeters or four ounces).
